Acceptance of the Driving Licence ( DL ) , Certificate of Registration ( RC ) , Vehicle Insurance or other information presented through Digi - locker or m - Parivahan platform 
1. This Ministry has been receiving grievances after the implementation of the certain provisions of new Motor Vehicles ( Amendment ) Act, 2019 where citizens have raised the concerns that the documents available in Digi - locker app of Ministry of Electronics and Information Technology or m - Parivahan app of this Ministry are not being considered valid by some enforcement officers of traffic police or the motor vehicles department of the State / UT's . Citizens are unnecessarily being harassed and asked to produce the original documents . When they are not able to produce the original physical copy of the documents and produce only the digital document ( s ) , they are being considered as driving without DL, RC, Insurance, PUC etc and being fined for it.

2. It is to be noted that this Ministry has issued instructions vide No. RT - 11036 / 64 / 2017 MVL dated 08 Aug 2018 titled " Acceptance of Driving Licence ( DL ), Registration Certificate ( RC ) or other documents presented through Digi - locker or m - Parivahan platform - reg . " to all State Governments ( copy enclosed ) . 

3. It is again brought to the notice that digital platforms like Digilocker and m - Parivahan have already been recognised as verified authenticated digital documents provider applications . Ministry of Road Transport and Highways has also made the necessary amendments in the Rule 139 of the Central Motor Vehicle Rules , 1989 for enabling the citizens to produce documents / information in the Electronic form . As per the amended provision , the citizen can produce the transport related documents / information such as certificate of registration , insurance , fitness and permit , the driving licence , certificate of pollution under check and any other relevant documents , if required , in physical or electronic form on demand by an officer in uniform or any other officer authorized by the State Government in this behalf.

4. The Ministry has issued a " Standard Operating Procedures ( SOP ) " vide No. RT 11036 / 64 / 2017 - MVL dated 17.12.2018 ( copy enclosed ) for validation of DL , RC & other transport related information presented in electronic form through IT or mobile app platform which is to be adopted for ensuring compliance with provisions of rule 139 of the Central Motor Vehicles Rules , 1989.

5. If the citizen is not able to show the digital copy or information on Digi - locker or mParivahanapp due to unavailability of mobile or any such platform , in such a case the enforcement agency can verify the details of DL and RC on their m - Parivahan app or the e challan app by entering the DL number or the vehicle number.

6. In light of the operation of certain provisions of the Motor Vehicles ( Amendment ) Act , 2019 and especially the revised provisions for penalties , it is important that information available in electronic form under rules be accepted and the undue harassment and inconvenience to citizens be avoided . The objective of new Motor Vehicles ( Amendment ) , Act 2019 is to facilitate citizens and to increase abidance of law and improving the road safety . Unnecessary harassment and fine on person for just not able to produce the physical copy is not justified as per rules . Provision for handheld devices for mParivahan or e - challan with requisite ' PoS ' machine may be made available to the Enforcement Officers .

7. It is advised that necessary directions are issued to the enforcement agencies and sensitize them accordingly.

GENERAL INFORMATION AND INSTRUCTION TO THE CANDIDATES

1 Our earlier employment notice No. Esta/B-1/677/12, Dt:-04-09-2012, Serial no 1 to 4 and 6 to 10, employment notice no. Esta/1/678/12 Dt:-04-09-2012, no. 2 SC/ST/SEBC/EWSs/PH candidate and Regular permanent Employee of Saurashtra University need not to pay Fees. 

3 Last date for online application is :- 07/07/2022 and probable written test will be held during July - August 2022 

4 Age relaxation shall be applicable as per State Government/University Rules, but the maximum age limit will be 45 years after all relaxation. The age relaxation criteria for the above posts given in Annexure-1 

5 The Reservation Policy for SC / ST / SEBC / EWSs/ PH / Woman etc.. shall be as per the Government of Gujarat norms 

6 The appointment under reserved category will be provisional and subject to verification of caste / creamy layer certificate if any. If the verification reveals that the claim of the candidate belonging to particular category is false or invalid, his / her appointment/services will be terminated forthwith without assigning any further reasons and without prejudice to such further action as may be taken under the provisions of the India Penal Code. 

7 The official language of University is Gujarati, candidate whose mother tongue is other than Gujarati, if selected and appointed will have to achieve necessary proficiency in Gujarati language within a reasonable period i.e. within one year from the date of his/her appointment failing which his/her appointment will be liable to be terminated 

8 Posts at Sr. No 6 to 22 are on fix pay as per terms & conditions laid down by Resolution of Finance Department Govt. of Gujarat, No. Kharach/2002/57/(part-3)/Z.1 Dated 28/03/2016 and Kharach/2002/57/(part-2)/Z.1 Dated 18/01/2017 and sanctioned given by Education department vide letter no. saray/2021/1031/kh-2 dt. 18/04/2022 

9 All posts are permanent, which carry all benefits as per State Government norms prevailing from time to time. 

10 The age of retirement or superannuation will be as per Government of Gujarat norms, from time to time. 

11 Fees once paid shall not be refunded in any circumstances 

12 Before filling / submitting the application form, you are requested to go through the qualifications and eligibility for the post and make sure that you possess the same. No query in this regards will entertain in this regards 

13 Incomplete Applications will not be considered and liable to be rejected. 

14 Candidates already employed in Govt. /Semi. Govt. /Public Sector undertaking should apply through proper channel else produce no objection certificate when ever required.

20 The prescribed qualifications and experience are minimum and the mere fact that a candidate possesses the same does not entitle him/her for being called for Interview. Qualification and 
Experience will be reckoned as on last date of submission of online application 07/07/2022. The 
University will have to restrict the candidates to be called for interview & Computer proficiency test wherever applicable to a reasonable number on the basis of qualifications and experience 
higher than the minimum prescribed or by any other condition that it may deem fit. 

21 No correspondence will be entertained with the applicants who were not short-listed to be called for interview & Computer proficiency test wherever applicable. 

22 All the appointment shall be governed under the Newly Define Pension Scheme (NDPS) 
introduced by Govt. of Gujarat and amended from time to time. 

23 The candidates are requested to check the University website www.saurashtrauniversity.edu for any recruitment related information 

24 After the exam the candidate those who are qualified and short listed as per the merit will be called for Computer Proficiency Test/Interview. Before the test they have to submit their all original 
documents for verification pertaining to their qualifications, experience, cast certificate, Creamy 
Layer certificate and EWSs certificate etc. If at any stage they found incorrect, misleading, false or 
education qualifications is not as per the given advertisement then his/her application/candidature stand cancelled and they will be disqualified. 

25 The details of examinations syllabus and proficiency tests are given in Annexure attached to this advertisement. 

26 In case of any dispute, any sue or legal proceeding by or against the University, Courts within 
whose local Jurisdiction, Headquarter of the University is situated shall have the Jurisdiction. 

27 A candidate if called for written exam/interview will have to come at his/her own cost, University will not pay any T.A/D.A. 

28 This advertisement does not make it binding on the University to make an appointment. 

29 A University Employee shall ordinarily be appointed on one-year probation in the First Instance. The period of probation may, however be extended for a period of one more year in special 
circumstance. At the end of the period of probation, the University employee shall be either 
confirmed or relieved. This will apply to Sr. No. 1 to 5 Advertised post only. The remaining 
appointment on remaining posts will be made initially on fix pay for 5 years as per the government 
of Gujarat rules mentioned in the advertisement

The Saurashtra University was created on a rigorous demand, for a separate university out of Gujarat University (Ahmedabad), from the eminent educationists and freedom fighters of the Saurashtra region. The demand was more prominent after the creation of Gujarat state on May 1, 1961. The Saurashtra University Act was passed by the Legislative Assembly of Gujarat in the year 1965(Gujarat Act No. 39 of 1965). Saurashtra University, established on 23rd May, 1967, having two headquarters in the initial stage i.e. Rajkot and Bhavnagar.
